If the hot spot is "the size of a city" then why are the coverage areas so small?

"parts of Bukit Raja in Klang" - why not all of Klang?

Section 14 in PJ" - why not all of PJ?

I have asked this question on other blogs, but nobody can give me an answer - seems to me the coverage areas are no bigger than normal WiFi, and certainly nowhere near 50km!
